Water Heater Code Requirements in Bend, OR
Bend Permit Required
The City of Bend runs its own permitting through the City of Bend Community Development Department, or through Deschutes County if your property is outside city limits. Any water heater replacement requires a permit from the Bend Permit Center. An expansion tank is required on every replacement, and a final inspection closes out the permit — turnaround is typically just a few days. We handle all the paperwork and inspection scheduling for you.
Earthquake Strapping Required
Oregon law requires two seismic straps on every water heater, on the upper and lower thirds of the tank, with the lower strap at least 4 inches above the gas controls. With the no major fault running through Bend, inspectors check this on every job.
Approved Location Rules
Water heaters cannot be installed in bedrooms, bathrooms, or sleeping area closets per the Oregon Plumbing Code. In Bend homes with converted garages, basements, or backyard ADUs, location compliance is checked closely.
Gas Venting Standards
Flue venting on gas water heaters must use listed materials, maintain proper clearances, and be free of obstructions. Aging vent pipes in older Bend homes, common in the Old Bend historic core and the Westside, are inspected and replaced when needed before installation.
T&P Relief & Drain Pan
A temperature and pressure relief valve is mandatory on all installations. Discharge piping must route to an approved outdoor location. Drain pans are required in any location where a leak could cause damage to the structure below.
Shutoff, Insulation & Bonding
A dedicated cold-water shutoff valve at the unit is required. Supply and delivery pipes in unconditioned spaces must be insulated. Gas and water piping must be electrically bonded per the Oregon Plumbing Specialty Code (OPSC).
