Water Heater Code Requirements in Ventura, CA
Ventura Permit Required
The City of Ventura runs its own permitting through the Building & Safety Division, separate from Ventura County. Any water heater replacement requires a permit from the Ventura Permit Center. We handle all paperwork and the inspection scheduling for you.
Earthquake Strapping Required
California law requires two seismic straps on every water heater, on the upper and lower thirds of the tank, with the lower strap at least 4 inches above the gas controls. With the Ventura Fault running through Ventura, inspectors check this on every job.
Approved Location Rules
Water heaters cannot be installed in bedrooms, bathrooms, or sleeping area closets per the California Plumbing Code. In Ventura homes with converted garages, basements, or backyard ADUs, location compliance is checked closely.
Gas Venting Standards
Flue venting on gas water heaters must use listed materials, maintain proper clearances, and be free of obstructions. Aging vent pipes in older Ventura homes, common in Midtown and Ventura Keys, are inspected and replaced when needed before installation.
T&P Relief & Drain Pan
A temperature and pressure relief valve is mandatory on all installations. Discharge piping must route to an approved outdoor location. Drain pans are required in any location where a leak could cause damage to the structure below.

A dedicated cold-water shutoff valve at the unit is required. Supply and delivery pipes in unconditioned spaces must be insulated. Gas and water piping must be electrically bonded per the California Building Standards Code.
