The City of Monterey issues them through Building and Safety Services at 580 Pacific Street, and a straight water heater swap is one of the jobs they will write over the counter — no plan check, no waiting. What the inspector checks
- Seismic bracing. California Health and Safety Code section 19211 requires every water heater — new, replacement, or already installed — to be braced against earthquake movement. Straps go in the upper and lower third of the tank. A 50-gallon tank takes two sets; 52 to 75 gallons takes three.
- Relief valve discharge. The temperature and pressure line runs full size to the outside, points down, and ends between six inches and two feet above grade. It cannot be threaded at the end, cannot reduce in diameter, and cannot terminate in a crawlspace.
- Expansion tank. If there is a check valve, pressure regulator, or backflow preventer on the service, the system is closed and needs one.
- Drain pan. Required in attics, on raised floors, and anywhere a leak would reach finished space — corrosion resistant, at least an inch and a half deep, with a three-quarter-inch drain to the exterior.
- Combustion air and venting. Older homes in New Monterey and Old Town often have heaters in closets that were legal when built and are not now.

Golden State Rebates
A statewide instant rebate available in PG&E territory, applied at the distributor rather than claimed later. Currently up to $900 when a heat pump water heater replaces a gas unit.
What is no longer available
The federal 25C tax credit ended for equipment placed in service after December 31, 2025. TECH Clean California’s single-family rebates were fully reserved in January 2026 and are closed to new projects. Do I need a Monterey permit to replace a water heater?
Yes. Every water heater replacement in the City of Monterey requires a plumbing permit, and a tankless conversion with new venting adds a mechanical permit. The good news is that Building and Safety Services at 580 Pacific Street issues water heater permits over the counter, so there is no plan check and no waiting. We handle the application, the inspection call, and the final sign-off.
Is Monterey water hard or soft?
Hard. The California American Water system serving Monterey averages about 169 mg/L of hardness, roughly 10 grains per gallon, and runs as high as 233 mg/L depending on which source is feeding your area. That is hard enough to build sediment on the bottom of a tank, which is the single most common reason heaters here fail early. An annual flush genuinely extends the life of the unit.
Can you install a tankless water heater in New Monterey or Monterey Vista?
Usually, but it is rarely a straight swap. A tankless unit needs its own venting and a gas line sized to feed it, and a lot of the older homes in New Monterey and Monterey Vista were plumbed with a half-inch line that will not carry the load. We check the gas supply and the vent route before quoting so the number we give you is the number you pay.
Does the Cal Am water connection moratorium affect replacing my water heater?
No. The State Water Board order restricting new Cal Am connections on the Monterey Peninsula applies to new service connections and meter changes. Replacing an existing water heater does not add a connection, does not change your meter, and is not affected. You still need a plumbing permit, but the moratorium is not part of that conversation.
How fast can you get to Monterey for an emergency leak?
Same day in most cases if you call early enough in the day — morning calls are the ones that get same-day slots. If the tank is actively leaking, shut off the cold water supply at the valve on top of the heater and turn the gas control to off or the breaker off, then call us. That stops it getting worse while we are on the way.
