Every water heater installation and replacement in the City of Santa Cruz needs a permit and a final inspection — the city says so in plain language in its own homeowner handout. Building and Safety is at 809 Center Street. One practical note: Santa Cruz takes permit applications by email rather than over the counter, and staff typically respond within two to four working days. Anyone promising you an instant Santa Cruz permit does not work here often.
What the inspector checks
- Seismic bracing. California Health and Safety Code section 19211 requires it on every water heater — new, replacement or existing. Straps in the upper and lower third of the tank.
- Relief valve discharge full size to the outside, pointing down, six inches to two feet above grade, unthreaded, no reduction in bore.
- Expansion tank wherever a check valve, regulator or backflow preventer closes the system.
- Drain pan in attics, raised floors, and anywhere a leak would reach finished space.
- Combustion air and venting — the single most common problem on older Beach Hill, Seabright and Lower Ocean installs.
The electrification question, answered properly
Santa Cruz gets talked about as a city that has banned gas, and homeowners call us worried they are not allowed to replace a gas water heater. Three separate rules get muddled together, so here is the straight version:
- The city’s natural gas prohibition applies to newly constructed buildings only, and the city suspended enforcement of it in June 2023 following the federal court ruling against Berkeley’s ordinance.
- The source-energy reach code also applies to new construction only.
- The Energy Efficient Renovations ordinance does apply to existing homes, but only triggers on additions or alterations covering 350 square feet or more, and exempts single-family homes built after December 31, 1991. A heat pump water heater is one optional measure on a menu, never mandatory.
Replacing your water heater on its own does not trigger any of them. If you have a gas water heater in Santa Cruz today, you can replace it with another gas water heater.

A statewide instant rebate available in PG&E territory, applied at the distributor rather than claimed later. Currently up to $900 when a heat pump water heater replaces a gas unit.
What is no longer available
The federal 25C tax credit ended for equipment placed in service after December 31, 2025. TECH Clean California’s single-family rebates were fully reserved statewide by February 2026 and are closed to new projects. BayREN serves nine Bay Area counties and Santa Cruz is not one of them.

Do I need a Santa Cruz permit to replace a water heater?
Yes. The City of Santa Cruz states in its own handout that all water heater installations and replacements require a permit and a final inspection under the California Plumbing Code. Is Santa Cruz water hard or soft?
It depends which plant serves your address, and the spread is wide. The Graham Hill surface water plant averages about 160 mg/L, while the Beltz groundwater plants run around 258 to 265 mg/L. The city publishes hardness in mg/L only. If you are on the Beltz side, flushing the tank annually makes a real difference.
Am I allowed to replace a gas water heater in Santa Cruz?

Can you install a tankless water heater in Seabright or on the Westside?
Usually, but it is rarely a straight swap. Tankless units need dedicated venting and a gas line sized to feed them, and many older Seabright and Westside homes were plumbed with a half-inch line that will not carry the load. We check the gas supply and vent route before quoting.
How fast can you get to Santa Cruz for an emergency leak?
Same day in most cases when you call early in the day. If the tank is actively leaking, close the cold water valve on top of the heater and switch the gas control or breaker off, then call us. That stops it getting worse while we are on the way.
Can you replace a water heater in a Beach Hill crawlspace or a porch closet?
Yes, and it is routine work in this city. Older Santa Cruz homes have heaters in low crawlspaces, porch closets and garages where the venting has to be reworked to meet current code. Sometimes the unit has to move. Those jobs take longer and we quote them honestly rather than revising the number once we are under the house.
