Oregon City Water Heater Service: What to Know
Since 1986, Fast Water Heater Co. has handled water heater repair, replacement and heat pump installation across the West Coast. In Oregon City, we work on gas, electric, tankless and heat pump water heaters, and we pull the Oregon City permit and book the inspection for you.
Oregon City’s water comes from the lower Clackamas River. It’s treated at the South Fork Water Board plant in Park Place, which the city co-owns with West Linn. The 2025 water quality report puts hardness at about 36 mg/L, which is soft. Scale is a modest concern, but tanks still collect sediment, and a periodic flush helps them last.

Water Heater Codes & Compliance in Oregon City, OR
Permits Required
Oregon requires a plumbing permit to replace a water heater. In Oregon City the permit comes from the Oregon City Building Department, not Clackamas County, and most applications are submitted electronically. We pull the permit and schedule the inspection for you.
2026 Oregon Plumbing Code
The 2026 Oregon Plumbing Specialty Code took effect October 1, 2026. Every installation we do in Oregon City is installed and inspected to the current edition.
Seismic Strapping
Oregon Plumbing Specialty Code Section 507.2 requires water heaters to be anchored or strapped, and Clackamas County is in Seismic Design Category D. We strap with approved materials, washers at every connector, and fasteners set into framing or concrete.
Thermal Expansion
Homes on a closed system — typically those with a check valve or pressure-reducing valve on the service line — need thermal expansion protection under OPSC 608.3. Under the 2026 code, expansion tanks must be secured to the structure, not hung from the piping.
Relief Valve Discharge
The temperature and pressure relief valve must discharge through a properly sized line to an approved location (OPSC 608.5). It is one of the most common corrections inspectors flag on replacements.
Drain Pans
Where a pan is installed, the 2026 code requires its drain piping to be rated for the water heater’s temperature. On a straight replacement in an existing home, whether a new pan is required is up to the inspector.
Gas Venting & Combustion Air
Gas units need correctly sized venting and adequate combustion air. A larger or higher-input replacement often needs vent changes, and we check this before quoting.

Water Heater Services in Oregon City
Water Heater Repair
No hot water, a leak, a pilot that won’t stay lit, or a tripping breaker. We diagnose gas, electric, tankless and heat pump units and tell you whether a repair is worth it before any work starts.
Water Heater Replacement
A standard tank-to-tank swap typically takes 2 to 3 hours once we arrive. Every replacement includes the Oregon City permit and an install to the 2026 Oregon code: seismic strapping, thermal expansion protection where required, and a properly routed relief valve line.
Tankless Water Heaters
Tankless retrofits that need new venting or a larger gas line run 6 to 8 hours. Oregon City’s soft water builds scale slowly, but periodic flushing is still part of most manufacturers’ maintenance requirements and protects the warranty.
Heat Pump Water Heaters
Heat pump conversions take 4 to 6 hours, including electrical and condensate work. Energy Trust of Oregon pays $1,200 toward a contractor-installed unit rated Tier 3 or higher that replaces a standard electric water heater.
Repair or Replace? How We Decide
We give you a straight answer on site, and the estimate is free. These are the factors that decide it.
Age of the Unit
The U.S. Department of Energy puts the typical life of a tank or heat pump water heater at 10 to 15 years and a tankless unit at about 20. Near the end of that range, a major repair is rarely worth the money.
Where the Leak Is
Water coming from a fitting, valve or relief line can usually be fixed. Water coming from the tank itself means the tank is failing, and that cannot be repaired.
Parts We Commonly Replace
Thermocouples and flame sensors, gas control valves, heating elements and thermostats, anode rods, and relief valves can all be replaced on a heater that is otherwise sound.
Warranty Coverage
Find the model and serial number on the rating label. If the tank or a part is still under the manufacturer’s warranty, that can change the math.
Oregon City Water
Oregon City’s soft Clackamas River water keeps scale modest, but sediment still settles. A periodic flush helps a tank reach its full service life.

Rebates & Incentives for Oregon City Residents
Energy Trust of Oregon — Heat Pump Water Heaters
Energy Trust of Oregon pays $1,200 toward a contractor-installed heat pump water heater rated Tier 3 or higher that replaces a standard electric water heater, and $1,000 for a qualifying unit bought in store and self-installed. Applications are due within 60 days of installation. Current terms at energytrust.org.
Energy Trust of Oregon — Gas Tankless
Energy Trust pays $400 for an ENERGY STAR gas tankless water heater that replaces an existing gas storage tank. NW Natural promotes the same incentive; it is one rebate, not two.
Who Qualifies
Eligibility follows your utility, not your city. Energy Trust serves Oregon customers of Portland General Electric, Pacific Power, NW Natural, Cascade Natural Gas and Avista. Check the utility named on your bill. Incentives are subject to funding and can change.
Federal Credits Have Ended
The federal 25C energy-efficient home improvement credit does not apply to equipment placed in service after December 31, 2025, so a water heater installed in 2026 does not qualify. Oregon’s federally funded Home Energy Rebates are not yet available to homeowners. See our rebate guide.

Answers to the questions Oregon City homeowners ask us most.
Don’t see yours? Call us at the number above or request service online.
Do I need a permit to replace a water heater in Oregon City?
Yes. Oregon requires a plumbing permit to replace a water heater, and the Oregon City Building Department issues plumbing permits for addresses inside the city. When Fast Water Heater Co. does your installation, we pull the permit and coordinate the inspection, so there is no paperwork for you.
Who issues water heater permits in Oregon City — the city or Clackamas County?
The city. Oregon City’s Building Department issues plumbing permits for work inside city limits, and permits for city addresses can only be purchased through the city. Clackamas County handles electrical plan review and inspection for Oregon City, but the plumbing permit for a water heater is a city permit.
Is Oregon City water hard?
No. Oregon City’s water comes from the lower Clackamas River through the South Fork Water Board treatment plant, and the city’s 2025 water quality report lists hardness at about 36 mg/L. That is soft water, so scale is a modest concern, though tanks still collect sediment and benefit from periodic flushing.
What rebates are available for a heat pump water heater in Oregon City?
Energy Trust of Oregon pays $1,200 toward a contractor-installed heat pump water heater rated Tier 3 or higher that replaces a standard electric water heater. Eligibility depends on your utility, so check the name on your bill. The federal 25C tax credit does not cover equipment installed in 2026.
Do you offer same-day water heater service in Oregon City?
Yes. Call by 12 PM and we will dispatch a licensed Oregon technician to your Oregon City address the same day in most cases. We also handle no-hot-water and leaking-tank calls on weekends at no extra charge.
How long does a water heater installation take in Oregon City?
A standard tank-to-tank replacement typically takes 2 to 3 hours once our technician arrives. Heat pump conversions, which include electrical and condensate work, take 4 to 6 hours. Tankless retrofits that need new venting or a larger gas line run 6 to 8 hours.
Do you service tankless water heaters in Oregon City?
Yes. We install, flush, descale, and repair tankless water heaters throughout Oregon City. Oregon City’s water is soft, so scale builds slowly, but periodic flushing is still part of most manufacturers’ maintenance requirements and protects the warranty.
What areas of Oregon City do you serve?
We serve all 12 of Oregon City’s neighborhood associations: Canemah, Caufield, Elyville, Gaffney Lane, Hazel Grove–Westling Farm, Hillendale, McLoughlin, Park Place, Rivercrest, South End, Tower Vista, and Two Rivers, plus nearby West Linn, Gladstone, Clackamas, Milwaukie, and Happy Valley.
