Every city in Monterey County requires a permit to replace a water heater, and the requirements themselves come from the California Plumbing Code rather than from local rules. What differs is how each city processes the paperwork — Monterey issues water heater permits over the counter, Salinas runs an online portal, and Seaside handles them through its own portal. We deal with whichever applies.
What the inspector checks, anywhere in the county
- Seismic bracing. California Health and Safety Code section 19211 requires it on every water heater — new, replacement or existing. Straps in the upper and lower third of the tank. Two sets to 52 gallons, three from 52 to 75, four from 75 to 100.
- Relief valve discharge run full size to the outside, pointing down, ending between six inches and two feet above grade, unthreaded and without reduction in bore.
- Expansion tank wherever a check valve, pressure regulator or backflow preventer closes the system.
- Drain pan in attics, on raised floors, and anywhere a leak would reach finished space.
- Combustion air and venting sized to the appliance.
No city in Monterey County has a reach code, an all-electric ordinance or a heat pump water heater mandate. Replacing a gas water heater with another gas water heater is allowed everywhere in the county.

The program changes on October 1, 2026, so ask us for the current figure.
Golden State Rebates
A statewide instant rebate available in PG&E territory, applied at the distributor. Currently up to $900 when a heat pump water heater replaces a gas unit.
What is no longer available
The federal 25C tax credit ended for equipment placed in service after December 31, 2025. TECH Clean California’s single-family rebates were fully reserved in January 2026. BayREN serves nine Bay Area counties and Monterey is not one of them.

Do I need a permit to replace a water heater in Monterey County?
Yes, everywhere in the county. The requirement comes from the California Plumbing Code, not from local rules. What differs is processing — the City of Monterey issues water heater permits over the counter, Salinas runs an online permit portal, and Seaside handles them through its own portal. Unincorporated county addresses go through the county permit centre. We handle whichever applies.
How hard is the water in Monterey County?
It varies a lot. The California American Water system serving the Peninsula averages about 169 mg/L, roughly 10 grains per gallon. The Cal Water system in Salinas averages 271 mg/L, with readings from 107 up to 561. Salinas water is materially harder, which means sediment builds faster and flushing matters more there.
Does any Monterey County city require a heat pump water heater on replacement?
No. No city in Monterey County has adopted a reach code, an all-electric ordinance or a heat pump mandate. If you have a gas water heater anywhere in the county, you can replace it with another gas water heater.
Does the Cal Am connection moratorium stop me replacing a water heater?
No. The State Water Board order restricting new California American Water connections on the Monterey Peninsula applies to new service connections and meter changes. Replacing an existing water heater adds no connection and does not change your meter. You still need a plumbing permit, but the moratorium is not part of it.
How fast can you get out for an emergency leak?
Same day in most cases when you call early in the day. If the tank is actively leaking, close the cold water valve on top of the heater and switch the gas control or breaker off, then call us.
