A permit is required to replace a water heater everywhere in Santa Cruz County. The requirements come from the California Plumbing Code; what varies is the authority and the process. The City of Santa Cruz takes applications by email with a two to four working day response. Watsonville handles it through the Building Division on Main Street. Unincorporated addresses — and there are many, because a great deal of the county sits outside any city — go through the county’s Unified Permit Center, which does offer online plumbing permits.
A common trap: plenty of mailing addresses that read “Santa Cruz, CA” are actually in unincorporated county jurisdiction. We confirm which authority applies before pulling anything.
What the inspector checks
- Seismic bracing under California Health and Safety Code section 19211 — straps in the upper and lower third of the tank.
- Relief valve discharge full size to the outside, pointing down, six inches to two feet above grade.
- Expansion tank where a check valve, regulator or backflow preventer closes the system.
- Drain pan in attics, raised floors and anywhere a leak reaches finished space.

The electrification question

Its Energy Efficient Renovations ordinance touches existing homes but only on additions or alterations of 350 square feet or more, exempts single-family homes built after 1991, and treats a heat pump water heater as one optional measure among several. Watsonville and unincorporated Santa Cruz County have no electrification ordinance at all. Replacing a water heater on its own does not trigger any of it anywhere in the county.
